Protecting Patient Identifiable Data

The 2010/11 NHS Operating Framework sets clear targets for NHS bodies. Guidelines on Informatics Planning state that:

"It is NHS policy and a legal requirement that patient level data should not contain identifiers when they are used for purposes other than the direct care of patients, including local flows between organizations as well as data extracted from the Secondary Uses Service"

How do you ensure that Patient Identifiable Data is protected and not copied, extracted or lost?

The answer is to utilise a process of data pseudonymisation, which enables you to protect data across all of your business entities in batch and, during data use in runtime.

Mastek’s solution, Kameleon™ is a powerful real-time and batch toolkit that enables rule-based data anonymisation to be performed:

  • Test Datasets and Report Datasets without personal data can be created in batch mode
  • Transactions can be introspected and transformed in real time, enabling data extraction, copy and data movement to be anonymised in transit – eliminating the opportunity for data loss or unauthorised copying

Kameleon™ was developed from our experience of designing, building and managing UK Government solutions, and multi-party management of private data, including enterprise programmes for the Health Service, Central and Local Government, and the Military.

Benefits to Trusts

  • Mastek's 'Light Touch' approach to implementation and configuration reduces development or integration effort and enables the incorporation and use of the component with existing services and applications.
  • Highly configurable anonymisation facilitates flexible sharing of data across multiple parties.
  • Genuinely accurate and well structured data is provisioned in real-time or in batch with private data anonymised to enable safe transport and storage without risk.
  • Offshoring of analysis, design, build and maintenance activities can be safely performed without Client Data or the Data Protection Act being compromised.
  • Real-time transformation means that data extract, copy and move procedures can be interrupted to enable private data to be removed whilst ensuring the original action is still completed.

Technical Overview

Kameleon™ provides an innovative, flexible and complete solution which integrates seamlessly with existing infrastructures to ensure data privacy.

  • Meta Data Engine

Manages the definition of datasets (input and output) and the applicable items to anonymise.

  • Pseudonymisation Engine

Manages the anonymisation process and rules engine itself, including application of custom anonymisation and industry standard 3-DES & AES.

  • Data Formatter

Performs the transformations from source formats to ones to process internally, and to output formats required by the calling solution/service.

  • Key Admin. & Storage

Administers the Keys for anonymisation and allows keys to be updated and re-applied for maximum maintainability and longevity.

  • Storage Manager

Deals with the persistence requirements for the component, including storage of anonymised data and persisted meta data schemes, rules and data formatting procedures.

  • Service & Orchestration Manager

This interface component provisions the services to calling applications and batch jobs, including aggregating to orchestrated services where appropriate.

  • Database Adapter

Provides connectors to databases for external storage of datasets, rules and formats.

  • Event Listener

Enable the ‘active mode’ of the component where data transport is interrupted and anonymised without a service request.

To enable the NHS to undertake secondary use of patient data in a legal, safe and secure manner, local organisations must undertake its own Pseudonymisation Implementation Project (PIP)
